REQUEST FOR QUOTATION: REPORT ON VANUATU CIVIL SOCIETY ORGANISATIONS (CSO) CONTRIBUTIONS TOWARDS THE NSDP – PILOT

Introduction

Civil Society Organisations contribute significantly to the goals and objectives included within the Vanuatu National Sustainable Development Plan (NSDP). Whilst there is significant effort that is expended by organisations in completing donor reports, the Government and other stakeholders continue to report that they lack high level information of the contributions of the sector to Vanuatu’s development. There also continues to be gaps in coordination and sector oversight to help inform project planning and donor investment. To help address this, VANGO is seeking to engage a suitably qualified consultant to progress a pilot project to compile a brief and visually engaging report on the activities, and respective contributions of a sample number of CSOs against the NSDP.

Background
VANGO is the umbrella organization representing all NGOs in Vanuatu, including international NGOs, national NGOs, and community-based organizations. Established in 1991, VANGO has served as a key coordinating body for civil society organizations (CSOs) in the country.

Currently, VANGO has a governing board comprising representatives from a range of National and International NGOs and more than 200 registered members in its directory. Of these, there are over 60 financial members. VANGO has been progressing the preliminary work ahead of this consultancy over the last 12 months. This work has included extensive engagement with Government and Civil Society Organisations to raise awareness, build support and also better understand the needs of Government for the report. The Government is funding VANGO to deliver this project. To date, a template survey instrument has been developed which has been approved by a number of Government stakeholders. It has also been socialised with civil society organisations with varying levels of enthusiasm received in regards to the potential for active involvement.

Objective

The objective of this consultancy is to develop a professional, engaging and highly visual report profiling the contributions of the funded programs of approximately 15 civil society organisations towards the goals and objectives of Vanuatu’s National Sustainable Development Plan (NSDP). It is anticipated this could consist of up to about 60 individual funded programs across these organisations.

Scope
Using the basis of the data collected utilising the CSO reporting template, the consultant will work closely with the VANGO team to strengthen data quality and ensure the final report is credible, complete, and usable for Government, donors, and CSOs. The scope includes:

Data completion support (team capacity support)

  • Review submissions of each program delivered by each of the approximately 15 organisations (collected to identify missing fields, unclear answers, inconsistencies, or low-detail responses.
  • Provide a structured “data gap list” and recommended follow-up questions for each organisation.
  • Support VANGO to conduct follow-up with organisations to close data gaps.

Data cleaning and validation

  • Using Jotform capabilities, ensure that the survey data is consolidated effectively into a master Excel data set suitable for analysis.
  • Conduct basic validation checks (e.g., missing values, duplicate entries, inconsistent time periods, unrealistic budgets).
    Document assumptions and limitations, including where figures are estimates or self-
    reported.

Analysis and reporting aligned to NSDP pillars
Analyse and present findings under the NSDP pillars:

  1. Social Pillar (3 pages)
  2. Economic Pillar (3 pages)
  3. Environmental Pillar (3 pages)

For each pillar, the report should summarize (as available from the sample):
Overview of the outcomes and goals under each pillar that the programs/activities address

  • Main types of services/programs and activities delivered
  • Geographic coverage (province/area)
  • Target groups and inclusion focus (e.g., women, youth, persons with disabilities, rural communities)
  • Main funders/donors and funding modalities
  • Estimated expenditure/investment levels (where data is available)
  • Key outcomes/results achieved (including any quantified outcomes)
  • Key challenges and constraints
  • Profile of organisations delivering (e.g., local vs international, size, staffing/ volunteers, governance maturity)

Cross-cutting insights (2 pages)
Across all pillars, the report should also include:

  • Trends in partnerships and collaboration (Government, CSOs, private sector, communities)
  • Sustainability approaches (local ownership, capacity building, ongoing financing, maintenance)
  • Coordination and coverage gaps
  • Key recommendations for strengthening CSO reporting and coordination (pilot lessons)

Case studies (minimum)
Develop up to 6 short case studies (1 page each) that highlight strong examples of CSO contributions, with emphasis on:

  • Outcomes and impact
  • Partnership/collaboration
  • Sustainability and local ownership
  • Lessons learned and replicable approaches

Deliverables
The consultant is expected to deliver the following:
1. Inception meeting

  • Refined methodology and workplan
  • Data quality approach and validation steps
  • Proposed report structure and visual style approach

2. Data Quality Support (implementation)

  • Up to three (3) days of structured support to the VANGO team during CSO survey completion and follow-up.

3. Master Dataset (Excel)

  • Consolidated and cleaned dataset of all CSO survey responses
  • Data dictionary/notes on assumptions and limitations

4. Draft Report (MS Word)

  • Full draft report estimated around 25 pages (including consideration of photo/graphic placement) including pillar analysis, cross-cutting findings, and case studies to allow review and comment by VANGO team and Government representative

5. Final Report Package

  • Final report in MS Word ready for design work by graphic designer.
  • A set of figures/graphics (charts, maps, infographics) that can be easily translated and stylized by graphic designer

Reporting Format & Design Expectations
The report is intended to be highly visual with significant use of figures/graphs and images and easily accessible use of text.

VANGO will engage a graphic designer to progress the professional design of the report,however as part of this consultancy, the consultant will be required to ensure that the textwritten is aligned with VANGOs intention for it to be a high-level, mostly visual report, with figures/charts that can be easily replicated in design software

  • Use clear charts, icons, and infographics
  • Include summary tables by pillar and by funder
  • Include geographic visuals (maps) where feasible
  • Use call-out boxes for key insights and case studies
  • Ensure the report is suitable for both print and digital sharing

The final report should be concise and written in plain English, while remaining professional and evidence-based.

Timeline

The assignment is expected to be completed within 4–6 weeks from contract commencement.
Applicants should propose a realistic timeline in their Expression of Interest, including:

  • Inception and workplan
  • Data completion and validation period
  • Drafting period
  • Review and finalisation

Consultant Requirements
Interested applicants should submit an Expression of Interest (EOI) outlining their approach and costs. Applicants must meet the following criteria:

  • Minimum of five (5) years’ experience in relevant roles (research, reporting, program management, MEL, or governance)
  • Strong quantitative and qualitative data analysis skills (Excel essential)
  • Demonstrated ability to produce visually engaging reports (please include samples/portfolio)
  • Experience working with civil society and/or development programs in Vanuatu or the Pacific is highly desirable
  • Ability to work collaboratively with a small team and provide practical capacity support
