Expressions of Interest (EOI)
Vanuatu Christian Council (VCC) invites Expressions of Interest from suitably qualified consultants/teams to undertake an endline evaluation of the Disaster READY program implementation in Vanuatu (Australian Humanitarian Partnership – AHP, Phase 2).
EOI deadline: 12th June 2026 4:30pm

- Technical proposal (methodology, evaluation matrix aligned to key evaluation questions)
- Workplan and timeframe (evaluation must be completed by 15 August 2026)
- Budget/quote (including fees, travel costs and data collection costs)
- CVs of all team members (identify Team Leader and roles)
- Examples of 1–2 relevant evaluations (links or attachments)
EOIs will be assessed on: (1) relevant evaluation experience, (2) methodology quality and feasibility, (3) GEDSI + localisation capability, (4) team composition and language ability (Bislama), and (5) value for money. Contracting for the successful EOI will be completed by: 15 June 2026
Background
The Australian Humanitarian Partnership (AHP) is a partnership between the Australian Government and six accredited Australian NGOs. Under AHP, the Disaster READY program supports disaster preparedness, climate change adaptation, and resilience programming in Pacific Island countries and Timor Leste. Disaster READY Phase 2 commenced in 2022 and emphasises localisation as well as gender equality, disability and social inclusion (GEDSI).
In Vanuatu, CAN DO (Church Agencies Network Disaster Operations) implements the Disaster READY program through the Vanuatu Christian Council (VCC) to support locally led, inclusive approaches to reduce disaster risk and strengthen community preparedness, including community-based disaster risk management (CBDRM) and climate change adaptation (CCA) actions, institutional strengthening of local churches and civil society actors, and engagement with national and sub-national coordination systems.
This Terms of Reference sets out requirements for an endline evaluation of Disaster READY in Vanuatu, to assess outcomes, learning, and recommendations for future programming.
