Objective and Purpose of the Assignment

The objective of the assignment is to strengthen campus safety systems at VIT’s Port Vila and Malampa campuses by:

  • Conducting a structured campus safety assessment at both campuses – Port Vila and Malampa. The assessment should be documented with risks detailed identifying priorities with recommendations to be addressed by VIT.
  • Complete a detailed review of infrastructure designs from a safety and accessibility perspective and highlight key recommendations for VIT management.
  • Identify required reasonable accommodation measures, including necessary modifications and adjustments, to ensure, safety for all users.
  • Assessing transport and after-hours safety risks, including potential night classes.
  • Preparing a practical Campus Safety Action Plan; including site-specific risk maps, mitigation plans.
  • Establishing governance and monitoring mechanisms to support ongoing safety oversight, and
  • Reviewing VIT policies and procedures to make recommendations to VIT management for improvements and to address and identified gaps in campus safety and security systems.

The assignment will focus on physical, environmental, and operational safety systems and will complement, but not duplicate, the work of VIT staff activities and project supported gender, safeguarding, and PSEAH specialists

Scope of Work

The consultant will work under the supervision of the Project Director and PMT and in close coordination with VIT management and campus staff. The assignment will be implemented on an intermittent basis over approximately 12 months and will include travel to the Malampa campus.
