Consultant – Protection, Gender and Inclusion (PGI) Organisational Assessment

The Vanuatu Red Cross Society, is seeking applications from dynamic and highly motivated persons to immediately fill up the above position.

Job location: VRCS Headquarter, Port Vila, Efate, Vanuatu

Background

The Vanuatu Red Cross Society is committed to strengthening its institutional capacity to integrate Protection, Gender, and Inclusion (PGI) across its operations, policies, and programs. To support this, VRCS will undertake a PGI Organisational Assessment using the IFRC PGI Organisational Assessment Toolkit. The assessment will identify strengths and gaps and support the development of a practical and costed Plan of Action to strengthen safer, more inclusive, and accountable programming.

Purpose of the Consultancy

The consultant will support VRCS to:

  • Conduct an organisational assessment of PGI integration across systems, policies, and programs.
  • Identify strengths, gaps, and barriers to PGI mainstreaming.
  • Facilitate engagement with leadership, staff, volunteers, and communities.
  • Co-design a realistic and actionable Plan of Action with clear priorities and costing.
  • Review and update PGI and safeguarding policies in line with international standards

Scope of Work

The consultant will be expected to:

  • Conduct a desk review of policies, frameworks, and organizational systems.
  • Facilitate Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) with staff, volunteers, and stakeholders.
  • Undertake field visits to at least two VRCS branches.
  • Analyse data using the PGI Organizational Assessment Toolkit.
  • Facilitate a validation workshop and support co-design of the Plan of Action.
  • Develop high-quality reports and final presentation of findings and recommendations.

Qualifications and profile required

  • Advanced qualification in social sciences, gender studies, development, public policy, or related field
  • Strong interpersonal and stakeholder engagement skills
  • Well organised and able to work independently
  • Demonstrated ability to engage effectively with diverse stakeholders including leadership,
    communities, and volunteers

Knowledge & Skills required

  • Demonstrated expertise in Protection, Gender, and Inclusion (PGI), including safeguarding, gender equality, and disability inclusion
  • Experience leading organisational assessments or institutional reviews
  • Strong facilitation, communication, and report writing skills
  • Ability to analyse qualitative and quantitative data and synthesise findings into practical
    recommendations
  • Proven ability to produce high-quality, action-oriented reports
  • Strong understanding of safeguarding principles and ‘Do No Harm’ approaches

Desirable:

  • Knowledge of the Red Cross Red Crescent Movement
  • Experience in the Asia-Pacific region or similar contexts
  • Language skills in Bislama

Deliverables

The consultant will produce:

  • Inception Report
  • PGI Landscape Review Summary
  • Draft and Final PGI Organisational Assessment Report
  • Validation Workshop Report and Plan of Action
  • Updated PGI and Safeguarding Policies
  • Final presentation to VRCS

Duration and remuneration

The consultancy is expected to be completed over approximately 45 working days and remuneration will be based on the consultant’s experience, qualifications, and proposed budget.
