CONSULTANCY TO REVIEW DRAFT FALE HUMANITARIAN STRATEGIC PLAN AND DEVELOPMENT OF IMPLEMENTATION ANNEXES

Introduction

The Vanuatu Association of NGOs (VANGO) is the national umbrella body for civil society in Vanuatu. VANGO’s dedicated humanitarian platform — the Facility Aiding Locally Led Engagement (FALE)— was established in 2023 following the impact of twin cyclones Judy and Kevin and continues to develop in line with diversifying funding support and identified  community needs. It operates as the national node of the wider Pacific FALE Network, convened through PIANGO. This network is built on the principle that funding should reach communities when and where it is needed, that local actors are the default first responders, and that humanitarian action must be culturally grounded and accountable. VANGO’s FALE programme is working towards the embedding of this regional model in Vanuatu.

As this program develops, it is intended to bring together five interconnected programme components that are currently at various stages of development: (1) CSO Readiness, Capacity, and Localisation — ongoing training, mentoring, and organisational strengthening; (2) Anticipatory Action — trigger-based funding ahead of disaster impact, currently being piloted with UNOCHA; (3) Rapid Emergency Response — immediate cash and inkind support to pre- registered CSOs within 72 hours of a shock; (4) CSO Microgrants for Early Recovery and Community Resilience; and (5) the FALE Food Basket — inter-CSO mutual solidarity matching assets and volunteers across provinces.

Whilst the program has achieved modest results to date and is making notable inroads in a range of these areas, it is now transitioning from its establishment phase into a period of structured growth. There is a need for a strategic framework to be developed to guide action and, to this end, the foundations of a Strategic Plan have been developed. VANGO now seeks a consultant to review and refine this strategy and develop practical implementation annexes and tools.

Scope

Consultation
In addition to a review of relevant documentation, the consultant will need to attend a
number of key informant interviews, including:

  • FALE Steering Committee
  • Ministry of Internal Affairs
  • Ministry of Climate Change
  • Ministry of the Prime Minister

Strategy Review

  • Based on review of relevant documentation and input from the Steering Committee, assess coherence, clarity, achievability, alignment with humanitarian standards and Pacific context
  • Identify gaps, risks and areas for strengthening, with a particular focus on undeveloped program areas and review of Annex needs.
  • In particular, the Strategy lacks a clear implementation plan, and it is vital that it is grounded in a solid foundation of what can be achieved and how.
  • Provide tracked-changes edits / or a revised Strategy and a short written summary of recommendations

Implementation Annexes

Up to six Annexes should be developed, based on identified needs by the selected
consultant. These are anticipated to most likely include:

  • Results Framework & Indicator Table (including UNOCHA grant indicators — baselines, targets, data sources, frequency)
  • Visual Implementation Timeline (Gantt-style, by quarter)
  • One-Page Visual Summary of the strategy (low-text, print-ready)
  • Roles & Responsibilities Matrix
  • Progress Reporting Template

All annexes should use plain language and a visual-first approach.Deliverables

  • An updated Strategy Document
  • Up to 6 Annexes
  • Brief cover note on work completed and next steps that VANGO should pursue

Budget
As a small not for profit, a modest budget of up to 350,000 is available for this work and it is anticipated that the assignment could be completed within around 2 weeks

How to Apply

Consultant Requirements

Interested applicants should submit an Expression of Interest (EOI) outlining their approach and costs. Key requirements include:

  • Experience in humanitarian planning, M&E or strategic planning in a development
    context
  • Knowledge of the Pacific, preferably Vanuatu
  • Familiarity with UNOCHA frameworks and Cluster systems
  • Strong written communication; ability to produce clear, visual materials
  • Able to work independently to tight deadlines
