By enabling civil society and local government actors to promote participatory, accountable, and resilient governance systems, the YUMI GAVMAN initiative seeks to improve inclusive local governance in Tanna.
CARE Vanuatu is seeking a dynamic and experienced Project Manager to lead an anticipated EU-funded governance project in Tanna, Tafea Province. This is a unique opportunity to contribute to building more inclusive, accountable, and resilient governance systems in Tafea Province.
This position is based in Tanna, Tafea Province.
About the role
The Project Manager is a senior leadership role responsible for the strategic and technical management of the EU-funded ‘YUMI GAVMAN’ project in Tanna. It oversees the strengthening of inclusive local governance systems by empowering Civil Society Organizations (CSOs), Pillar Councils (Women, Youth, Disability, Chiefs), and Area Councils.
A core focus of this role is Governance Excellence and Social Accountability: ensuring that local governance structures are inclusive, transparent, and responsive to the needs of marginalized groups.
Contract: Fixed Term, and is subject to funding availability
Your major responsibilities will be varied and will include:
- Lead strategic and technical management of the project.
- Oversee implementation of social accountability tools including the Community Score Card.
- Manage partnerships with local government, civil society, and donors.
- Ensure compliance with EU funding requirements and CARE policies.
- Promote gender equality, social inclusion, and community empowerment.’
Required qualifications and skills:
- Education: Minimum bachelor’s degree in development studies, Public Administration, Social Sciences, or a related field.
- Experience: Minimum 5-7 years of relevant experience in project management, specifically in governance, civil society, or human rights.
- Technical Expertise: Proven experience in social accountability tools (e.g., Community Score Cards) and working with decentralized government structures
- Leadership: Strong experience in leading and motivating teams, with a focus on capacity building and national staff leadership.
- Management: High-level organizational skills; ability to manage complex EU-funded actions and balance competing priorities.
- Certification in project management (e.g. PD Pro) desired
- Communication: Excellent representational skills; fluent in Bislama and English (written and verbal).
- IT Literacy: Fully conversant in Microsoft Office and mobile data collection tools (e.g., Kobo).
- Experience and commitment to Gender Equality, Disability, and Social Inclusion (GEDSI) and safeguarding.
