The Vanuatu Water Security Project (funded by the Green Climate Fund) is a major national investment to strengthen rural water security, improve climate resilience, and support inclusive community water governance across Vanuatu. The Project Management Unit (PMU) works closely with national and provincial teams to deliver infrastructure upgrades, DWSSP planning, capacity building, monitoring, and community water management.
We are seeking a suitable, qualified, experienced, and highly motivated finance professional to join our dynamic PMU team.
POSITION: Senior Finance Officer
The Senior Finance Officer will be based in Port Vila and will play a central role in ensuring strong financial management, compliance, reporting, and accountability for the Vanuatu Water Security Project. The role ensures that all financial transactions, reports, audits, and cashflow processes meet Government of Vanuatu, SPC, and GCF requirements.
Key Responsibilities
The Senior Finance Officer will:
- Lead accurate and timely financial recording, reporting, and documentation in line with the Operations Manual (OM) and Standard Operating Procedures (SOPs).
- Maintain robust accounting systems, cash books, registers, and financial records for contracts, assets, expenditures, and staff entitlements.
- Prepare Quarterly Financial Reports (QFRs), Annual Financial Reports, and support annual external audits.
- Monitor cash flow, budget performance, payments, and ensure expenditure eligibility and authorization.
- Support budget development, financial planning, and risk identification.
- Provide financial advice and capacity building to DoWR and PMU staff.
- Maintain contract and asset registers, salary records, VNPF processing, and ensure complete documentation for all transactions.
- Uphold compliance with GoV, SPC, GCF, and donor financial rules.
- Report suspected fraud or mismanagement immediately to the Project Manager.
Skills & Qualifications Required
- Bachelor’s degree in Accounting, Finance, Business, Public Administration or related fields.
- Min 5 years’ experience in financial management and accounting in government or donor-funded projects programs.
- Demonstrated experience with budgeting, cash flow forecasting, disbursement management, and risk management
- Experience in preparing financial reports and audit documentation.
- Proficiency in accounting systems and financial software.
- Strong understanding of fraud prevention and reporting obligations.
- Strong understanding of the Government of Vanuatu financial legislation, policies and procedures.
- Experience SmartStream an added advantage.
- Experience with managing staff payroll and travel payments
- Good communication and interpersonal skills for engaging with diverse stakeholders.
- Familiarity with GCF, SPC or similar reporting requirements is highly desirable
Contract & Work Conditions
- Salary guide 2.5 to 3M Vatu annually depending on skills and experience
- One year contract with possibility of extension based on performance.
- Standard working hours Monday–Friday, 8am–12pm and 1pm–5pm.
- Some travel may be required for project activities.
- Leave entitlements aligned with PSSRM provisions.
