VACANCY NOTICE
The Vanuatu Family Health Association Committee (Inc), hereafter referred to as VFHA, is a locally governed, not-for-profit, non-governmental organization established in 1990. VFHA is an accredited member of the International Planned Parenthood Federation (IPPF). The organization collaborates closely with the Vanuatu Ministry of Health, various governmental departments, and local Civil Society Organizations (CSOs) to facilitate equitable access to sexual and reproductive health (SRH) services in both normal and humanitarian contexts. Financial support for VFHA is provided by the Australian Department of Foreign Affairs and Trade (DFAT) and the New Zealand Ministry of Foreign Affairs and Trade (MFAT).
VFHA is currently seeking a dedicated and self-motivated individual to assume the role of “Logistics and Finance Support Officer”. The primary responsibility of this position is to assist the Project Coordinators with the administrative, logistical, and financial operations of the projects. Additionally, this role will provide ongoing support to the VFHA finance unit.
Main Tasks:
Financial management:
- Monitor expenditure to ensure accuracy and adherence to approved budgets and financial guidelines.
- Filing supporting documents and updating the project cashbook. Subsequently, transmit these documents to the VFHA finance officer.
- Prepare a financial report detailing all expenses incurred during project implementation.
- Ensure compliance with the financial procedures established by VFHA and the project donor throughout the implementation phase.
- Assist the project coordinator in preparing activity budgets and processing payment requests.
- Contribute to the overall oversight of financial resources utilization, expenditures, and reporting of project activity funds.
- Identify operational financial issues, inform the VFHA finance officer, and propose solutions.
- Assist in the preparation of the project’s quarterly and annual financial reports.
Logistics
- Coordinate activities related to local purchases and manage shipment and customs clearance processes.
- In coordination with the project coordinator, ensure that proper procurement activities are conducted appropriately, including the sourcing of suppliers, obtaining quotes, obtaining invoices, timely procurement of services on time, and obtaining receipts for the project activities expenses.
- Implement the procurement processes in accordance with VFHA procurement procedures.
- Maintain effective communication with suppliers to ensure the timely delivery of services and resolve any supply problems arising.
- Organize and maintain procurement support documents and submit these documents to the VFHA finance officer for audit readiness.

Selection criteria
- A minimum qualification of a Diploma or its equivalent in Finance, Business Administration, Logistics, or a related field.
- Practical knowledge of financial management, procurement, and logistics within the NGO sector or a similar environment.
- A strong understanding of financial principles, budgeting, and reporting.
- Proficient in using financial software and Microsoft Office applications.
- A demonstrated understanding of and commitment to safeguarding in the local and international context.
Essential Skills.
- Strong communication and interpersonal skills to facilitate effective coordination with vendors and team members.
- Must be an innovative, energetic, solution-oriented approach to work, and be able to write quality reports.
- Ability to work independently and collaboratively within a team, managing multiple tasks concurrently.
- Strong project planning skills with proven ability to organize and prioritize tasks and to manage own time efficiently.
- Willingness to travel and work flexible hours, including in community-based activities.
