EXPRESSION OF INTEREST - MULTIPLE ROLES - NORTHEN PROVINCES HEALTH - CONSULTANTS REQUIRED

Sustain FM360 • Contract

Sustain FM360 is looking for expression of interest from consultants and project management experts across the following disciplines. Interested candidates should submit their CV showing experience against the required qualification and experience. These are consultancy roles of a 5 year period – not all are full time. We are seeking applications from Vanuatu Residents only.

Deputy Team Leader (Public Health – Health Promotion)

  • Qualification and Experience – Senior expert with a master’s degree in public health or related fields. At least 10 years of professional experience with at least 3 years in health leadership. Demonstrated experience working in Vanuatu, and for at least of 2 international projects is an advantage
  • Role – They will lead the national coordination and communication with local stakeholders and represent the project at the Project Steering Committee and when required at development partner forums. They will be responsible for overall project performance monitoring and make recommendations

Finance and Accountant

  • Qualification and Experience – Senior Expert with MSc in Finance, Accounting, Auditing or equivalent. At least five years of experience in the Government of Vanuatu’s financial and accounting systems, e.g. Smart Stream. Demonstrated experience with international financial procedures with at least 4 IFI projects as Finance and Admin. Expert. Excellent financial abilities, English and computer (MS Office (Xls), Accounting 2 entries multi currencies software) knowledge will be mandatory e.g. Smart Stream will be an advantage
  • Role – The Accountant establishes, manages and maintains the financial accounts and payment procedures of the project and acts as financial controller, meeting international best practice accounting standards.

Procurement Officer

  • Qualification and Experience – At least 5 years of experience in procurement with a B.Sc. civil engineering/economist or equivalent. Procurement experience with an IFI project in works and goods and consultant recruitment is an advantage. Good knowledge of English and IFI procurement and contract procedures is mandatory
  • Role – The Procurement Officer will be responsible to provide oversight on procurement of the project. They will update the procurement plan, support delivery of procurement training for agencies, support the advertising process, monitor and manage contracts, manage documents, participate in contract negotiations, prepare purchase orders, variation orders and all other contract related documents

Gender Officer

  • Qualification and Experience – At least three years’ experience working in gender and/or social safeguards. A university degree in social science (gender studies, anthropology, community
  • development, international development, etc. or another relevant field). Background in health and or non- communicable disease would be an asset. Work experience in ADB-funded projects is an asset. Proficiency in the English language would be an asset.
  • Role – The Gender Officer will support the development of promotion material, capacity building programs, leading consultation and participation of women, people with disabilities and vulnerable groups to support project implementation.

Communication Expert

  • Qualification and Experience – At least a Bachelor of Sc. in computer science, informatics, data and information  management Specific Experience Minimum 5 years of professional experience in the Administration of data management (Health Information Systems) and communication systems (user and access management), including database maintenance, Establishment of a reporting system based on routine data collection Proficiency in the English language
  • Role – The Communication Expert will develop and implement a disability inclusive and gender responsive communication strategy to promote the project; manage the communication firm in developing and disseminating health promotion material and activities

Information Technology

  • Qualification and Experience – A relevant degree in communication, journalism, public relations or similar education is preferable at the master level. At least 10 years of professional working experience with communication and visibility and at least 4-5 years of experience working with communication and visibility in the health sector. Working experience from donor-financed projects and programs would be an advantage.
  • Role – The IT expert will set up and maintain the IT infrastructure and system for PMU, including both servers, networks, storage systems, installing updates, monitoring performance and troubleshooting issues; implement and maintaining security measures to protect the PMU’s data and systems from cyberthreats, including installation of firewalls, antivirus, and data encryption as needed. They will implement and manage backup and disaster recovery plans to ensure data integrity and availability in case of emergency or failure.

Office Admin

  • Qualification and Experience – Experience managing a Project Management Office for 3-5 years. Dealing with competing priorities.
  • Role – Support all daily administration and operation of office
