CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on empowering women, youth, and marginalized groups to bring lasting change to their communities. CARE Vanuatu prioritizes Gender Equality, Disaster Risk Reduction, Climate Change Adaptation, and Inclusive Governance. Vanuatu has established its first Anticipatory Action (AA) framework, led by the Government through the National Disaster Management Office (NDMO); CARE supports the operationalization and localization of this framework to ensure protection is at the heart of early warning and early action.
We are seeking a qualified person to take up the role of Gender Equality, Disability and Social Inclusion (GEDSI) and Protection Coordinator with CARE Vanuatu.
The GEDSI and Protection Coordinator is a key technical leadership role responsible for the strategic and technical management of the Asia Pacific Humanitarian Fund (APHF) / Country Based Pool Fund (CBPF) – funded Anticipatory Action project in Shefa and Tafea provinces. This position oversees the integration of gender-transformative and protection-centered approaches by empowering community disaster committees, partners, and local authorities to deliver safe, inclusive, and timely early actions.
This position is either based in Port Vila or Tanna, Tafea Province, depending on location of the successful candidate.
Your major responsibilities will be varied and will include:
- Leading the strategic and technical management of the APHF/CBPF-funded Anticipatory Action project in Shefa and Tafea Provinces
- Oversee the integration of gender-transformative and protection-centered approaches by empowering community disaster committees, partners, and local authorities to deliver safe, inclusive, and timely early action
- Ensuring that Anticipatory Action (AA) frameworks, triggers, and early action packages are inclusive, transparent, and responsive to the specific needs of women, persons with disabilities, and marginalized groups
- Manages the end-to-end implementation of the CARE Safer Programming Toolkit, Oversees the strategic technical partnership with the Vanuatu Family Health Association (VFHA)
- Leads the mainstreaming of Protection from Sexual Exploitation, Abuse, and Harassment (PSEAH) across all project phases
- Serves as the primary technical focal point for Gender and Protection in the AA framework, ensuring high-quality delivery and strict compliance with CARE and Office for the Coordination of Humanitarian Affairs (OCHA)/CBPF regulations
Required qualifications and skills:
- Minimum bachelor’s degree in social sciences, Protection, Safeguarding, Gender Studies, Development Studies, or a related field.
- Minimum 4-5 years of relevant experience in project coordination, specifically in gender-in- emergencies, protection, or community-based DRR.
- Technical Expertise: Proven experience in safeguarding/PSEA, implementing inclusive AA or DRR models, and using protection resources (e.g., IASC Guidelines).
- Leadership: Strong experience in leading and motivating teams, with a focus on capacity building and national staff leadership.
- Management: High-level organizational skills; ability to manage complex donor actions and balance competing priorities in rapid-onset environments.
- Communication: Excellent communication skills in Bislama and English (written and verbal).
- IT Literacy: Fully conversant in Microsoft Office and mobile data collection tools (e.g., Kobo Toolbox). Experience and commitment to Gender Equality, Disability, and Social Inclusion (GEDSI) and safeguarding.
