Consultancy Service – Power Quality Assessment
The Utilities Regulatory Authority (URA) is seeking and inviting qualified and experience consultants or consulting firms to submit quotations for the provision of consultancy services to undertake a Power Quality Assessment of the Luganville electricity grid, Santo, Vanuatu.
This is a short-term consultancy service with an engagement over a 3-month period.
The successful consultant or consulting firm must meet the following requirements:
- Advanced degree in Electrical Engineering, Power Systems, or related field.
- Minimum of 5 years of experience in power quality assessment, grid monitoring, or utility regulation.
- Demonstrated experience in developing monitoring frameworks and compliance verification tools.
- Familiarity with international power quality standards (IEC, IEEE)
- Practical experience working with electricity utilities, including power system operations, distribution networks, or field-based power quality measurements, is an advantage.
- Proven experience in capacity building and technical training.
- Strong analytical, reporting, and communication skills.

About the Utilities Regulatory Authority (URA)
The URA was established under the Utilities Regulatory Authority Act No. 11 of 2007 (as amended). It is an independent regulator whose primary purpose is to increase access to safe,reliable, and affordable electricity and water services, and to promote the long-term interests of consumers in Vanuatu. The Authority also handles consumer complaints, advises the Government on utility services, and conducts tariff reviews in accordance with the Concession Agreements and relevant legislation.
