REQUEST FOR QUOTATION (RFQ)
Consultancy Services- Vanuatu National Electricity Grid Code
The Utilities Regulatory Authority (URA) is seeking and inviting qualified and experience consultants or consulting firms to submit quotations for the provision of consultancy services to develop the ‘Vanuatu National Electricity Grid Code’
This is a short-term consultancy service with an engagement over a 6-month period from 1 st July 2026 to 30 th December 2026.
The successful consultant or consulting firm must meet the following requirements:
- A minimum of a bachelor’s degree in electrical engineering, Power Engineering, Energy Systems Engineering, or a related discipline.
- At least five (5) years demonstrated experience in development of electricity grid codes, network codes, or power system technical standards.
- Proven experience in renewable energy integration and distribution network planning and operations.
- Experience in electricity sector regulation and utility operations.
- Demonstrated experience in stakeholder consultation and facilitation.
- Strong understanding of power system planning, operation, and protection systems.
- Knowledge of environmental, social, and gender considerations in infrastructure development.
- Familiarity with Pacific Island Countries (PICs) or Small Island Developing States (SIDS) contexts is highly desirable.
- Excellent report writing and communication skills in English.
- Ability to commence the assignment within the required timeframe

About the Utilities Regulatory Authority (URA)
The URA was established under the Utilities Regulatory Authority Act No. 11 of 2007 (as amended). It is an independent regulator whose primary purpose is to increase access to safe, reliable, and affordable electricity and water services, and to promote the long-term interests of consumers in Vanuatu. The Authority also handles consumer complaints, advises the Government on utility services, and conducts tariff reviews in accordance with the Concession Agreements and relevant legislation.
