DEVELOPMENT OF AN ANTICIPATORY ACTION MICROGRANTS POLICY AND PROCEDURE DOCUMENT AND RELEVANT TEMPLATES
1. Introduction and Background
VANGO is the national umbrella body for civil society in Vanuatu, representing over 230 NGOs and community-based organisations across all provinces, the vast majority of these are small, volunteer led associations. Founded in 1991, VANGO works to its vision of a vibrant and inclusive CSO network contributing to the prosperity of all Vanuatu people. VANGO’s work is grounded in localisation that we define as the process of recognising, respecting and strengthening the leadership and decision making of national and local actors in humanitarian action, so that responses are driven by those closest to affected communities and aligned with their context, capacities and priorities.
To help further efforts in this area, and with funding provided through the OCHA-administered Asia- Pacific Regional Humanitarian Pooled Fund (APHF) for anticipatory action ahead of tropical cyclones in Vanuatu, VANGO has been allocated a modest amount to progress the development and piloting of a microgrants program for anticipatory action by selected community based organisations..
VANGO’s role is focused on community-level delivery in SANMA and SHEFA provinces, working with four pre-selected frontline CBO’s, building their capacity through training and mentoring and facilitating them to deliver trigger based anticipatory action activities within their communities.
Under this component
- VANGO will work in SANMA and SHEFA provinces with four pre-selected frontline CBOs
- Each CBO will receive an approximate grant of USD 8,000, structured as:
- In-kind component (~ 50%): procured and paid directly by VANGO
- Cash component (~ USD 4,000): managed by the CBO to support:
Volunteer stipends
Local coordination and mobilisation
Transport and last-mile delivery
Small operational costs
The grants are trigger-based and phased:
- Tranche 1 (Readiness): Disbursed pre-season to support preparedness planning and pre-positioning
- Tranche 2 (Activation): Released within 48 hours of a verified national trigger
This modality is designed to:
- Enable community-led anticipatory planning and decision-making
- Ensure rapid, localized action within the first 48–72 hours of forecast activation
- Balance flexibility and speed with accountability and feedback mechanisms
Whilst VANGO has some experience in the delivery and administration of microgrants (recovery focus only), this consultancy is to ensure that VANGO and its partner CBOs are fully equipped to successfully administer, manage and acquit the microgrants, ensuring CBPF compliance requirements are met. This consultancy is to produce a policy and procedure document, a sub-grant agreement template and financial and monitoring templates for use with the selected CBOs.
