Reporting:
The FALE Manager will report directly to the Chief Executive OƯicer of VANGO. All programs and activities will be guided and endorsed by the FALE Steering Committee.
Role Overview:
Working within VANGO, the umbrella body for civil society in Vanuatu, this vital position will lead the further development of the Facility Aiding Locally Led Engagement (FALE) platform, with a particular focus on the establishment and operationalisation of the UNOCHA-funded Anticipatory Action Microgrant Facility. This Facility provides structured, trigger-based microgrants and capacity building support initially to 4 frontline community-based organisations (CBOs) in SANMA and SHEFA, enabling them to deliver pre-impact anticipatory actions within the critical 1–5 day window before cyclone landfall.
Like other FALEs across the Pacific, FALE Vanuatu aims to empower and facilitate locally led responses to socio-economic and environmental challenges — particularly natural disasters — in Vanuatu. Through ongoing CSO capacity building, the dissemination of early warnings, and the delivery of a resource mobilization platform; local community
associations and organisations are empowered to define and lead their own responses to crises, drawing on their traditional knowledge and cultural values to recover sustainably. The FALE Manager is central to embedding this model across communities, Government, current and potential donor partners, and other key stakeholders. The role also involves leading a small team, building the capacity of local community associations, overseeing CSO project management support, and driving resource mobilization on their behalf.
Key Responsibilities:
- Engage with key Government, donor, corporate and civil society stakeholders to develop understanding and support for FALE in Vanuatu, particularly in its role in Anticipatory Action.
- Provide leadership, guidance and staƯ management to the FALE Coordinator and other team members in the FALE team, particularly to ensure donor requirements are met and reported on.
- Lead the convening of the FALE Steering Committee, ensuring the continued representation from key sector-based organisations and build momentum and engagement at the strategic level.
- Lead the further development and expansion of the network of local humanitarian organisations, associations and other groups that can become part of the FALE and build their understanding and capacity to mobilize eƯectively to support communities ahead of, and at times of crises
- Lead the implementation of the UNOCHA-funded Anticipatory Action Microgrant Facility, including: managing sub-grant agreements with four partner CBOs; overseeing the two-tranche disbursement model (readiness and activation tranches); monitoring VMGD forecasts and coordinating with the AA Technical Working Group to confirm trigger activation; releasing activation funds to CBOs within 48 hours of trigger confirmation; and providing real-time oversight and support to CBOs throughout activation windows
- Review, finalise and operationalise the FALE Humanitarian Strategy along with the various Standard Operating Procedures and Guidelines for activation of the FALE ahead of, and following, crisis/disasters to ensure eƯective and impactful locally led recovery
- Be the main FALE representative on the National Advisory Board, UNOCHA Anticipatory Action TWG, PIANGO forums and other relevant regional and sector convened working groups, clusters and boards.
- Prepare and submit regular activity and financial reports as required by VANGO, donors and the FALE Steering Committee, and carry out any other duties as directed by the CEO.
Position Requirements:
- 5+ years’ experience in humanitarian coordination, including in a leadership role
- Minimum of a Bachelor’s degree in a relevant field
- Excellent advocacy, negotiation and communication skills with the ability to establish rapport with diverse stakeholders and mobilize support
- Strong leadership skills with the ability to manage teams and delegate responsibilities
- Strong project management skills, including experience managing grant-funded programs, sub-grant agreements, tranche-based disbursements, and donor financial reporting
- Demonstrated understanding of anticipatory action principles, early warning systems, and trigger-based humanitarian response — ideally with direct experience in cyclone preparedness or disaster risk reduction in the Pacific
- Fluency in English and Bislama
- Vanuatu citizen or permanent residen
- The FALE Manager will be required to travel from time to time to represent FALE Vanuatu at local and international forums
