Objective and Purpose of the Assignment

The objective of the assignment is to strengthen VIT’s institutional digital governance framework by:

  • Reviewing and strengthening institutional cyber security and data protection policies in alignment with national legislation and policies.
  • Developing an institutional AI governance and ethical use framework.
  • Providing structured guidance for staff on responsible AI use in teaching and assessment.
  • Establishing risk mitigation protocols related to cyber threats, data privacy, and AI-related risks.
  • Supporting institutional endorsement of revised policies by the VIT Council, and
  • Building internal capacity among VIT staff to sustain implementation.

The assignment will focus on institutional (VIT) policy and governance strengthening and will not include technical system upgrades, penetration testing, hardware procurement, or national legislative drafting.

Scope of Work

The consultant will work under the supervision of the Project Director and the Project Management Team (PMT), in close coordination with VIT senior management, IT staff, academic leadership, and relevant external stakeholders including the Office of the Government Chief Information Officer (OGCIO). The assignment will be implemented on an intermittent basis over approximately six months and will include two in-country missions to Port Vila, each lasting approximately ten days.
