Consultancy Services- Development of the Utilities Regulatory Authority (URA) Strategic and Action Plan 2027-2031
The Utilities Regulatory Authority (URA) is seeking and inviting qualified and experience consultants (or consulting firm) to submit quotations for the provision of consultancy services to develop the Utilities Regulatory Authority (URA) Strategic and Action Plan 2027–2031.
The consultancy assignment is expected to be undertaken over a four (4) month period from 1 July 2026 to 31 October 2026.
The primary responsibility of the Consultant will be to develop URA’s five year Strategic and Action Plan, drawing on the findings and recommendations of a high-level study of URA’s institutional framework.
The consultant (or consulting firm) must meet the following requirements:
- A minimum of a Master’s Degree in Economics, Public Policy, Strategic Management, Energy/Water Regulation, Business Administration, or a related discipline.
- At least 10 years of proven experience in:
- Strategic planning and organisational development;
- Policy analysis and institutional strengthening;
- Results-based management and Monitoring & Evaluation (M&E) framework design.
- Demonstrated experience in energy and/or water sector regulation.
- Strong knowledge of:
- Utility regulation frameworks;
- Governance and public sector reform;
- Cross-cutting issues (including gender, climate change, environmental sustainability).
- Proven experience in stakeholder engagement and facilitation.
- Excellent analytical, communication and report writing skills.
- Experience in Vanuatu or the Pacific region is highly desirable.

About the Utilities Regulatory Authority (URA)
The URA was established under the Utilities Regulatory Authority Act No. 11 of 2007 (as amended). It is an independent regulator whose primary purpose is to increase access to safe, reliable, and affordable electricity and water services, and to promote the long-term interests of consumers in Vanuatu. The Authority also handles consumer complaints, advises the Government on utility services, and conducts tariff reviews in accordance with the Concession Agreements and relevant legislation.
