Location: Port Vila, Efate (with possible occasional travel to provinces)

The Vanuatu Water Security Project (funded by the Green Climate Fund) is a major national investment to strengthen rural water security, improve climate resilience, and support inclusive community water governance across Vanuatu. The Project Management Unit (PMU) works closely with national and provincial teams to deliver infrastructure upgrades, DWSSP planning, capacity building, monitoring, and community water management. We are seeking a suitable, qualified, experienced, and highly motivated procurement professional to join our dynamic PMU team.
POSITION: Procurement Officer
The Procurement Officer will be based in Port Vila and will play a key role in planning, coordinating, and managing procurement processes for the Vanuatu Water Security Project, ensuring all activities are conducted transparently, competitively, and in line with Government of Vanuatu and SPC requirements. The role ensures timely preparation of procurement documentation, effective tendering and contract management, and accurate record keeping to support compliant, efficient, and accountable project implementation.

Key Responsibilities
The Procurement Officer will:
- Support the planning and implementation of procurement activities in line with the project procurement plan and national regulations.
- Prepare and manage procurement documentation (RFQs, RFTs, REOIs, RFPs) and ensure transparent advertisement and bid processes.
- Coordinate tender processes, including pre‑bid meetings, addendums, bid openings, and evaluation panels.
- Prepare Tender Evaluation Reports and facilitate approvals with relevant authorities, including CTB where required.
- Lead contract finalisation, negotiations, awards, and performance monitoring of suppliers and contractors.
- Manage procurement records, systems, and reporting tools to ensure accurate and up‑to‑date documentation.
- Coordinate contract management activities, including variations, payments documentation, and completion reporting.
- Ensure full compliance with Government of Vanuatu and SPC procurement policies and promptly report any non‑compliance..
Skills & Qualifications Required
- Bachelor’s degree (or diploma) in Procurement, Public or Business Administration, Management, or a related field.
- Minimum 3–5 years’ experience in public procurement, preferably within government or donor-funded projects.
- Demonstrated experience in preparing and managing procurement processes, including RFQs, RFTs, REOIs, and RFPs.
- Experience in tender evaluation, contract management, and procurement reporting.
- Strong understanding of Government of Vanuatu procurement regulations, procedures, and compliance requirements.
- Proficiency in Microsoft Office and procurement tracking or document management systems.
- Excellent organisational skills with the ability to manage multiple procurement processes and meet tight deadlines.
- Strong communication and stakeholder engagement skills, with experience working across government and project teams.
- Familiarity with SPC, GCF, or other donor procurement procedures is highly desirable.
Contract & Work Conditions
- Salary guide 2 to 2.5M Vatu annually depending on skills and experience
- One year contract with possibility of extension based on performance.
- Standard working hours Monday–Friday, 8am–12pm and 1pm–5pm.
- Some travel may be required for project activities.
- Leave entitlements aligned with PSSRM provisions.
