Terms of Reference – Videographer

Participatory Research on Lived Experiences of Disasters – Port Vila & Santo

1. Background

The Vanuatu Association of NGOs (VANGO) is the umbrella body for civil society in Vanuatu. It works under the goal of building a vibrant NGO sector which accurately represents the interests of Ni-Vanuatu people and disadvantaged groups and promotes important local development issues.

VANGO, through its partnership with the Governance for Growth (GfG) Program, is undertaking participatory community research to capture and document the lived experiences of communities affected by disasters in Vanuatu.

The research will focus on community experiences of disasters, the challenges people have faced, their recovery journeys and locally led responses. It aims to ensure that community voices, experiences and lessons contribute to strengthening disaster preparedness, recovery and resilience in Vanuatu.

The research will be conducted in Port Vila from 17 to 21 August 2026 and in Santo from 25 to 29 August 2026.

To support the documentation and communication of these community experiences, VANGO is seeking to engage two (2) videographers – one (1) for Port Vila and one (1) for Santo – to capture selected participant stories during the research.

2. Purpose of the Role
The primary purpose of the videographers is to visually document the lived experiences and stories emerging from the research.

Each videographer will work alongside the VANGO research team to professionally capture the stories of at least two (2) selected research participants in their respective research location, allowing participants to share their experiences of disasters, recovery and resilience in their own voices.

The video content will support VANGO in communicating community experiences and key messages emerging from the research to stakeholders and wider audiences.

3. Key Responsibilities

Each videographer will:

• Work closely with the VANGO research team during the research activities in their respective location.
• Film interviews with at least two (2) selected research participants.
• Capture participants sharing their lived experiences of disasters, including the challenges they faced, their recovery journeys and locally led responses.
• Capture relevant supporting footage of participants, their communities and surroundings to complement their stories.
• Ensure high-quality video and audio recording during interviews.
• Take photographs of selected participants and research activities where required.
• Ensure filming is undertaken respectfully and only with the informed consent of participants.
• Edit the footage into clear and engaging video stories suitable for VANGO’s communication platforms.
• Provide VANGO with the final edited video content and relevant raw footage.
• Make reasonable edits to the final videos following feedback from VANGO.

4. Required Skills & Experience

• Demonstrated experience in videography, video production and editing.
• Experience filming interviews and telling stories through video.
• Ability to capture high-quality video and clear audio.
• Access to appropriate video, audio and editing equipment.
• Ability to work respectfully with community members and people sharing personal experiences.
• Experience working with communities, NGOs, development programs or humanitarian initiatives would be an advantage.
• Good understanding of culturally appropriate communication and storytelling in Vanuatu.
• Ability to deliver quality work within the agreed timeframe.

5. Expected Deliverables
Each videographer will provide VANGO with:

• Video interviews featuring at least two (2) research participants.
• Supporting footage relevant to each participant’s story.
• Selected high-quality photographs where appropriate.
• Professionally edited video content suitable for VANGO’s website, social media, presentations and other communication activities.
• Copies of relevant raw footage and photographs collected during the assignment.

All filming will be subject to participant consent. Research participants are able to separately consent to interviews, audio recording, photographs and video recording.

6. Assignment Period & Location

VANGO is seeking two (2) videographers for the following assignments:

Port Vila Videographer
Location: Port Vila
Research dates: 17–21 August 2026

Santo Videographer
Location: Santo
Research dates: 25–29 August 2026

Specific filming dates, locations and times will be coordinated with the VANGO research team according to the research schedule and availability of selected participants.

Please note that Santo videographer will be based in Santo.

7. Supervision & Reporting

The videographers will work closely with the VANGO research team and report to the Policy and Communications Coordinator.

VANGO will coordinate with the selected participants and communities and advise the videographers on the participants and stories to be captured.

8. Ownership and Confidentiality

All video footage, photographs and final products produced as part of the
assignment will be provided to VANGO.

The videographers must respect the privacy and confidentiality of research participants and must not publish, share or use any footage, photographs or participant stories without prior approval from VANGO and in accordance with the consent provided by participants.

9. Fees

Each videographer will be engaged on a daily rate, as agreed with VANGO prior to the commencement of the assignment. The daily rate will cover the videographer’s professional services for filming and documenting the research activities.

The agreed fee will also include the editing and delivery of the final video content, including any reasonable revisions requested by VANGO.

Payment will be made based on the number of days the videographer is engaged during the research period and upon satisfactory completion of the agreed deliverables.
