EXPRESSION OF INTEREST

The Government of Vanuatu, through MALFB and the IFAD/GAFSP-funded Agriculture Investment for Markets and Nutrition project, is seeking a qualified consultant or firm to conduct a comprehensive Value Chain Assessment for Package B – Domestic Markets. This assignment will cover Fruits [pawpaw, grapefruit [pamplemus], & Tahitian lime], Vegetables & Poultry in the AIM-N target provinces
of Malampa, Penama & Tafea.

Scope of Work:

• Map the complete value chains, key actors, product flows, governance arrangements and market linkages for the assigned commodities.
• Assess domestic and export market opportunities, demand, pricing, buyer requirements, export readiness, standards and market-access constraints.
• Assess production, post-harvest handling, processing, storage, packaging, transport and logistics, and identify opportunities for value addition and competitiveness.
• Assess farmer organizations/cooperatives, MSMEs and relevant service providers, including capacity gaps, access to finance and opportunities for inclusive Public–Private–Producer Partnerships (4Ps).
• Integrate gender equality, youth engagement, nutrition-sensitive agriculture and climate resilience throughout the assessment.
• Develop practical, prioritized, cost-cutting and time-bound Strategy and Action Plans for the assigned commodities.

Required Qualifications and Experience

• Advanced degree (Master’s level or equivalent) in agricultural economics, agribusiness, rural development, business administration, gender studies or a closely related field.
• At least 7 years of relevant professional experience in value chain analysis, establishing partnerships, market systems, farmer/cooperative capacity development and/or MSME/business development services.
• Demonstrated experience in participatory research, stakeholder consultations and preparation of evidence-based strategies and action plans.
• Experience in Pacific Island countries or comparable IDS, and familiarity with Vanuatu’s agriculture sector, are strong advantages.
• Excellent written and verbal communication skills in English; knowledge of Bislama is an advantage.

Assignment Details

• Duration Approximately : September–December 2026
• Field Coverage : Malampa, Penama and Tafea Provinces; field travel is required
