Reporting to : Labour Mobility Monitoring, Evaluation, Research & Learning (MERL) Coordinator
Government pay scale: 4.1
Annual salary from: VUV 1,400,000

Purpose of the Position:

The Labour Mobility Officer – Communications will be responsible for coordinating communications for labour mobility in Vanuatu, through media and promotional outlets, including television, radio, print press and social media, in particular the ‘Department Labour, Vanuatu’ Facebook page. This role will also support regional media initiatives and contribute to the development of monitoring and evaluation (M&E)
communication products.

The Overseas Employment Unit (ESU) within the Department of Labour is responsible for delivering a high- quality labour mobility program to both Australia and New Zealand. Part of quality programming is to ensure that the labour mobility information shared with workers and their families, employers, labour mobility stakeholders, and with the public is accurate and timely.

Labour Mobility Programs (PALM and RSE):

There are currently two labour mobility programs being implemented in Vanuatu. The Pacific Australia Labour Mobility (PALM) scheme offers both seasonal and long term opportunities for Ni-Vanuatu to work in Australia for up to four years, in various sectors including meatworks, agriculture and tourism. The Recognised Seasonal Employers (RSE) scheme offers opportunities for Ni-Vanuatu to work in New Zealand for up to 7 months at a time primarily in the viticulture and horticulture sectors.

Duties:
Under the direction of senior ESU staff, the Labour Mobility Officer – Communications will:

  • Develop communication plans to support Vanuatu’s participation in labour mobility programs with Australia and New Zealand
  • Produce communication products for social media, radio, television, print media and other relevant channels
  • Seek opportunities to promote and protect the reputation of labour mobility programs in Vanuatu, in partnership with relevant stakeholders and donor partners
  • Support communications opportunities and events with photography, videography and the use ofediting software to produce final videos and edited photos
  • Design basic communications materials including infographics, fact sheets, social media tiles and promotional materials
  • Liaise with local, national, regional stakeholders including media publications and labour mobility partners
  • Manage content and coordinate the Department of Labour Facebook page, including producing social media schedules, seeking relevant approvals, community management and reporting
  • Work in close consultation with the M&E staff and support products (e.g. ‘stories of change’ digital and print booklets etc)
  • Develop working relationships with relevant Australian based staff who are implementing and coordinating labour mobility programs
    Support colleagues to strengthen their skills in communications and communications technology
  • Apply Gender Equality, Disability and Social Inclusion (GEDSI) principles across communications activities, including supporting diverse participant voices, using inclusive language and imagery and ensuring communications products are accessible and representative.
  • Report any incident to your supervisor, where staff or participants are behaving in a manner that contravenes the workplace Code of Conduct.
  • Complete required administrative tasks, attend relevant meetings linked to your role.

Qualifications and Experience:

  • Undergraduate degree in communications, journalism or related field
  • Three years of experience working in communications
  • Excellent writing and editing skills
  • Demonstrates high levels of initiative
  • Has strong organisational and time management skills.
  • Excellent computer skills (Internet, Word, Excel, PowerPoint, Outlook).
  • Experience using photo, video and design editing software
  • Experience with photography and videography
  • Understanding of GEDSI principles
  • An understanding of the Vanuatu media environment
  • Fluent in English and Bislama
  • Familiarity with the Pacific labour mobility programs highly desired
