Consultancy for the Development of the Vanuatu Red Cross Society (VRCS)

Strategic Plan 2027-2031

The Vanuatu Red Cross Society, is seeking applications from dynamic and highly motivated person or Company Locally and Regionally to fill up the above position.

Job location: VRCS Headquarter, Port Vila, Efate Vanuatu

Applicants are required to demonstrate the following:

Background
The purpose of this consultancy is to design, facilitate, and deliver a comprehensive Strategic Plan for the Vanuatu Red Cross Society (2027-2031) that:

  • Provide a clear strategic direction for the organization for the five years.
  • Reflections national needs, community priorities, and humanitarian trends.
  • Aligns with the IFRC Strategy 2030 and Government of Vanuatu Policy frameworks.
  • Is realistic, measurable, and grounded in VRCS capacities and resources.
  • Is adaptive to the changing and evolving environment, priorities, and needs in which VRCS operates.

Specific objectives:

  • Conduct a situational analysis including SWOT Analysis, Political, Economic, Social, Technological, Legal, and Environmental (PESTLE) and stakeholder mapping.
  • Incorporate other assessment tools by the Red Cross Movement such as Preparedness for Effective Response (PER) and Branch Organizational Capacity Assessment (BOCA).
  • Review the performance and lessons learned from the previous strategic period.
  • Facilitate national-level consultations with HQ, Branches, Governance, Partners, and Communities.
  • Lead the co-creation of strategic priorities, goals, outcomes, and indicators.
  • Support VRCS in validating the draft plan with leadership and governance board.
  • Produce the final Strategic Plan (2027–2031) with a clear implementation and M&E framework.

Timeframe:
To be completed by end of October, 2026

Consulting company profile:

  • Proven experience in strategic planning and organisational development.
  • Strong facilitation and participatory planning skills.
  • Strong expertise in Results Based Management and Monitoring & Evaluation framework
  • Experience working with humanitarian or non-profit organisations.
  • Familiarity with Red Cross Red Crescent Movement frameworks (desirable).
  • Understanding of the Vanuatu and/or Pacific context.
  • Excellent writing and analytical skills.
