The Vanuatu Water Security Project (funded by the Green Climate Fund) is a major national investment to strengthen rural water security, improve climate resilience, and support inclusive community water governance across Vanuatu. The Project Management Unit (PMU) works closely with national and provincial teams to deliver infrastructure upgrades, DWSSP planning, capacity building, monitoring, and community water management.

We are seeking a suitable, qualified, experienced, and highly motivated engineers to join our dynamic PMU team.

POSITION: 2 x Provincial Engineers

The Provincial Engineer plays a critical role in supporting provincial implementation of the Vanuatu Water Security Project. The role provides technical surveying, design, contractor supervision, water quality monitoring, safeguards compliance, and community engagement to ensure that water infrastructure is climate‑resilient, aligned with national standards, and meets the needs of rural communities. This position is ideal for engineers who are passionate about improving community water systems through high quality survey and design, supporting climate adaptation, and working closely with government and local stakeholders.

Two roles are currently being advertised:

Provincial Engineer MALAMPA (Duty Station Lakatoro)
Provincial Engineer TORBA (Duty Station Sola)

Key Responsibilities

The Provincial Engineer will:

• Coordinate provincial‑level project activities including logistics, training, Assist the PMU and Provincial Coordinator in planning activities, training, consultations, and technical support in provincial offices.
• Conduct technical surveys, inspections, water quality testing, and documentation to inform design and upgrades of water infrastructure.
• Design water supply infrastructure following Government of Vanuatu standards.
• Monitor works contractors to ensure construction meets approved climate‑resilient design standards.
• Support procurement processes, prepare technical specifications, and participate in pre‑tender meetings.
• Inspect materials and verify certificates to ensure compliance with DoWR standards.
• Prepare Interim, Practical, and Final Completion Reports for constructed systems.
• Support Rural Water Committees and Provincial Officers in DWSSP implementation and monitoring.
• Assist the Provincial Water Supervisor with CAP risk ranking and preparation for PWRAC meetings.
• Maintain technical trackers, documentation, and monthly reporting on SharePoint.

Skills & Qualifications Required

• Bachelor of Engineering (Civil Engineering or similar discipline with strong water engineering content).
• Minimum 2+ years’ experience in water supply design, engineering surveys, or construction supervision preferably in Vanuatu or the Pacific.
• Experience with GIS tools, EPANET, solar pumping design, or similar engineering software.
• Strong understanding of DWSSP processes, rural water systems, and climate‑resilient infrastructure.
• Experience inspecting works contractors, construction quality, and material verification.
• Strong communication and coordination skills to work with communities, provincial government, and project partners.
• Strong reporting, documentation, and analytical skills.
• Ability to travel frequently within the province.
• High level of integrity and commitment to safeguard compliance

Contract & Work Conditions

• Salary guide 2.5M to 3M Vatu annually depending on skills, experience and location
• 2.5-year contract with possibility of extension based on performance. Project will continue until 2030
• Standard working hours Monday–Friday, 8am–12pm and 1pm–5pm.
• Frequent provincial travel is required for project activities.
• Leave entitlements aligned with PSSRM provisions.
