1. The Government of Vanuatu has received financing from the World Bank toward the cost of the Vanuatu Affordable and Resilient Settlements Project (VARS), including Additional Financing, and intends to apply part of the proceeds toward payments under the contract for Reconstruction of the Ministry of Lands and Natural Resources Headquarters.

2. The Government of Vanuatu, through the Ministry of Lands and Natural Resources, invites applications for prequalification for the reconstruction of its headquarters at the George Pompidou site in Port Vila. The works comprise up to approximately 2,000 square metres of accommodation and associated structural, architectural, building- services and external works, delivered through one integrated contract with two separable portions. Separable Portion 1 has an indicative value of USD 6.0 million and Separable Portion 2 an indicative value of USD 1.5 million, financed from project contingency funds. Applicants will be assessed for the complete scope of both portions. Procurement follows an open national competitive approach comprising prequalification followed by a one-envelope Request for Bids. The RFB is expected to be issued in February 2027 to prequalified Applicants.

3. For clarity, this procurement will be conducted in two sequential stages. Stage 1 is the prequalification process only, under which Applications will be assessed against the qualification criteria and requirements set out in this Prequalification Document. Only Applicants that are prequalified (or conditionally prequalified, subject to satisfying the stated conditions) will be invited to proceed to Stage 2. Stage 2 will comprise the issuance of a single-stage, one-envelope Request for Bids (RFB) to those prequalified Applicants only. Applicants that do not pass the prequalification stage will not be invited to submit a Bid under the RFB.

4. Prequalification will be conducted through the procedures specified in the World Bank’s Procurement Regulations for IPF Borrowers, September 2025 (Procurement Regulations), and is open to all eligible Applicants as defined in the Procurement Regulations.

Interested eligible Applicants may obtain further information from Ministry of Lands and Natural Resources (MoLNR), through the VARS Project Management Unit at the address below during office hours 08:00 to 17:00, Monday to Friday, excluding public holidays. A complete set of the prequalification document in English may be obtained free of charge upon submission of a written request to the email address below. The document will be sent electronically.

6. Applications for prequalification shall be submitted in clearly marked envelopes and delivered to the address below by 10:00 a.m. (Vanuatu time) on 30 October 2026. Late Applications will be returned unopened.

7. The Prequalification Document (PQD), responses to clarification requests and any addenda relating to this prequalification will be published on the Ministry of Lands and Natural Resources (MoLNR) website at https://mol.gov.vu/. Applicants should check the website regularly for updates. Clarification responses and addenda will also be communicated in writing as required by ITA 7.1 and 8.2.
