1.1 Background
Following the December 2024 earthquake that affected Efate Island, the Department of Water Resources (DoWR) conducted a rapid assessment to identify community water supply systems that had sustained earthquake-related damage and required further investigation.
A subsequent scoping assessment was undertaken by DoWR and UNICEF to assess the extent of earthquake-related damage, determine the condition and operational performance of affected water supply systems, and consult with community water committees, school representatives and other local stakeholders regarding system functionality, challenges experienced since the earthquake and immediate water supply needs.
The scoping assessment identified several damaged community water supply systems across Efate. For the purpose of this assignment, five systems have been identified for further detailed technical assessment:
- Ekipe Community Water Supply System
- Eton Community Water Supply System
- Malafau Community Water Supply System
- Mele-Maat Community Water Supply System
- Ulei Government School Water Supply System
The initial assessment identified damage and operational challenges affecting water sources, conveyance systems, distribution infrastructure, boreholes and other components of the water supply systems. For Ulei Government School, the assessment will also consider the condition and functionality of the water supply infrastructure and storage serving the school and its ability to provide a reliable water supply to support school operations, sanitation and hygiene.
The detailed assessment is required to establish the current condition of each system, verify the nature and extent of earthquake-related impacts, identify appropriate rehabilitation or improvement options, and develop designs and cost estimates for the recommended interventions. The assessment of Ulei Government School will consider the specific water supply needs of the school, alongside the technical condition and performance of its existing water supply infrastructure.
The resulting technical assessment and design outputs will be submitted to the Department of Water Resources for technical review and approval prior to any subsequent rehabilitation or implementation activities.
